SME Evaluator / Observer Add-On
You are running the exercise. You have your scenario, your participants, your controllers. What you do not have is a credentialed outside observer whose only job is to watch what actually happens — not what the exercise design says should happen — and document it with the objectivity and expertise that makes an AAR genuinely defensible.
D2EMC embeds subject-matter expert evaluators directly into your exercise. They observe in real time, document findings against HSEEP evaluation criteria and your exercise objectives, and deliver findings that are independent from your internal team's perspective. That independence is what makes the AAR credible — to your surveyors, to your coalition partners, and to your own leadership.
Available for tabletop, functional, and full-scale exercises. D2EMC evaluators can contribute their findings to your in-house AAR process, or produce a full standalone After-Action Report and Improvement Plan if you need a complete external document.
Your Discovery Call — Free of Charge Before we confirm evaluator placement, we schedule a free discovery call to understand your exercise type, scenario, date, the number of evaluators you need, and how you want the findings integrated — into your in-house AAR or as a standalone D2EMC document. Your quote is prepared and shared with you after that call.
What You Walk Away With Credentialed D2EMC subject-matter experts present and observing throughout your exercise — documenting findings in real time against your exercise objectives and HSEEP evaluation criteria. After the exercise, you receive either a structured findings report to integrate into your in-house AAR, or a complete standalone HSEEP-compliant After-Action Report and Improvement Plan produced entirely by D2EMC. Either way, the result is an exercise record with independent, expert-authored documentation that is ready for your survey file and defensible under scrutiny.
Best for: Facilities that design and run their own exercises and want credentialed outside evaluation to strengthen their AAR/IP, programs preparing for a TJC survey who need independent exercise documentation, and coalitions requiring third-party evaluator presence for compliance.
